How do I become a legal non-profit organization...?

What forms are there to fill out to tell the state of California that I am a non-profit organization? Can the people running the organization have a salary or do they strictly have to volunteer for free? This will be an organization that will be cmoposed of international members as well as members from the USA, is there complexities in this or does it only matter where the org is originally from?
