How do I go about opening a youth shelter?

As a teenager I spent time in shelters and group homes and found that even though they were safe, they weren't comfortable, didn't have proper meals provided and didn't offer resources like computers for job searches. Since then, it's been my dream to open one that provides all of it and more. My mom flips houses and she said we could work together on one once I have the money to invest with her so that solves that problem. How do I go about getting a licence to open one and what other procedures do I have to take? My friend and boyfriend also have also expressed an intrest if I decide to make this a reality.
